Since the 1990s, it has demonstrated a profound shift in its foreign policy toward Africa, a transformation highlighted by Dipama and Parlar in their book Assessing Turkey\u2013Africa Engagement, which underscores T\u00fcrkiye\u2019s growing and structured focus on the continent.<\/p>\n\n\n\n<p>In 1998, T\u00fcrkiye launched its Africa Action Plan, laying a strategic foundation for deeper engagement with African countries. This initiative was further reinforced in 2005 with the proclamation of the \u201cOpening to Africa Policy,\u201d marking a new phase of comprehensive and forward-looking cooperation.<\/p>\n\n\n\n<p>Over the past two decades, T\u00fcrkiye has gained international recognition for its successful mediation diplomacy. According to an article published by the Foreign Affairs Institute, countries such as Somalia, Ethiopia, Libya, Afghanistan, Iraq, Israel, Azerbaijan, Russia, Ukraine, Palestine, and Iran are among those that have benefited from T\u00fcrkiye\u2019s facilitation and mediation efforts. Both Ethiopia and T\u00fcrkiye are currently undergoing dynamic national transformations. This shared momentum has enabled the two nations to align around common interests and mutually reinforcing objectives.<\/p>\n\n\n\n<figure class=\"wp-block-image size-large\"><img fetchpriority=\"high\" decoding=\"async\" width=\"1024\" height=\"682\" src=\"https:\/\/www.amn.gov.et\/en\/wp-content\/uploads\/sites\/3\/2026\/02\/637191113_1378898264283543_1541328561808125480_n-1024x682.jpg\" alt=\"\" class=\"wp-image-1536\" srcset=\"https:\/\/www.amn.gov.et\/en\/wp-content\/uploads\/sites\/3\/2026\/02\/637191113_1378898264283543_1541328561808125480_n-1024x682.jpg 1024w, https:\/\/www.amn.gov.et\/en\/wp-content\/uploads\/sites\/3\/2026\/02\/637191113_1378898264283543_1541328561808125480_n-300x200.jpg 300w, https:\/\/www.amn.gov.et\/en\/wp-content\/uploads\/sites\/3\/2026\/02\/637191113_1378898264283543_1541328561808125480_n-768x512.jpg 768w, https:\/\/www.amn.gov.et\/en\/wp-content\/uploads\/sites\/3\/2026\/02\/637191113_1378898264283543_1541328561808125480_n.jpg 1280w\" sizes=\"(max-width: 1024px) 100vw, 1024px\" \/><\/figure>\n\n\n\n<p>Strategically located in the Horn of Africa and serving as a gateway between Europe, Asia, and the Middle East, Ethiopia is increasingly viewed as a balancing power and a pillar of peace and stability, both within Africa and the African Union.<\/p>\n\n\n\n<p>Ethiopia\u2019s geopolitical importance, its role in peacekeeping, and its growing economic capacity have all contributed to T\u00fcrkiye\u2019s sustained interest in maintaining close and enduring ties with the country.<\/p>\n\n\n\n<p>One of the most notable demonstrations of T\u00fcrkiye\u2019s effective mediation is its role in facilitating dialogue between Ethiopia and Somalia. The outcome of this process is widely regarded as a model of how economic and cultural ties can be harnessed to advance mediation diplomacy and promote peaceful solutions.<\/p>\n\n\n\n<p>During the signing of the agreement, Ethiopian Prime Minister Abiy Ahmed (PhD) emphasized that Ethiopia\u2019s quest for sea access is peaceful in nature and should be viewed through a spirit of cooperation rather than suspicion, as it offers shared benefits to neighboring countries.<\/p>\n\n\n\n<p>President Recep Tayyip Erdo\u011fan, in turn, commended the agreement and affirmed that Ethiopia\u2019s attainment of legitimate access to the sea is both appropriate and inevitable.<br>T\u00fcrkiye\u2019s mediation role is therefore seen as a clear expression of its commitment to promoting peace in the Horn of Africa. Moreover, its efforts to foster understanding between Ethiopia and Somalia have helped elevate Ethiopia\u2019s sea-access request to a matter of international diplomatic legitimacy.<\/p>\n\n\n\n<figure class=\"wp-block-image size-large\"><img decoding=\"async\" width=\"1024\" height=\"682\" src=\"https:\/\/www.amn.gov.et\/en\/wp-content\/uploads\/sites\/3\/2026\/02\/638290452_1378898234283546_1775025178813531866_n-1024x682.jpg\" alt=\"\" class=\"wp-image-1537\" srcset=\"https:\/\/www.amn.gov.et\/en\/wp-content\/uploads\/sites\/3\/2026\/02\/638290452_1378898234283546_1775025178813531866_n-1024x682.jpg 1024w, https:\/\/www.amn.gov.et\/en\/wp-content\/uploads\/sites\/3\/2026\/02\/638290452_1378898234283546_1775025178813531866_n-300x200.jpg 300w, https:\/\/www.amn.gov.et\/en\/wp-content\/uploads\/sites\/3\/2026\/02\/638290452_1378898234283546_1775025178813531866_n-768x512.jpg 768w, https:\/\/www.amn.gov.et\/en\/wp-content\/uploads\/sites\/3\/2026\/02\/638290452_1378898234283546_1775025178813531866_n.jpg 1280w\" sizes=\"(max-width: 1024px) 100vw, 1024px\" \/><\/figure>\n\n\n\n<p>At a time when Ethiopia has faced pressure from historical adversaries over the Grand Ethiopian Renaissance Dam, T\u00fcrkiye\u2019s neutral and principled stance, supporting Ethiopia\u2019s right to safeguard its national interests, has further strengthened its image as a reliable and trustworthy partner.<\/p>\n\n\n\n<p>The Ankara Agreement has helped mend strains in Ethiopia\u2013Somalia relations and dispel the clouds of conflict hovering over the Horn of Africa. Consequently, Ethiopia\u2013T\u00fcrkiye relations are expected to play a pivotal role in advancing peace and stability across the region.<\/p>\n\n\n\n<p>T\u00fcrkiye\u2019s mediation approach aligns closely with Ethiopia\u2019s own long-standing contributions to peacekeeping and conflict resolution among neighboring countries.
