Speaking at the Addis Ababa City Council’s 4th Regular Session of its 5th-Year Council Meeting, Mayor of Addis Ababa, Her Excellency Adanech Abiebie, highlighted the city’s revenue and expenditure performance, stating that the capital has significantly strengthened its financial capacity over the past five years.<\/p>\n\n\n\n

She attributed this progress to the expansion of the city’s revenue base, improved public service delivery, and a growing number of taxpayers.<\/p>\n\n\n\n

According to the Mayor, the city’s annual revenue rose from 51 billion birr in the 2021 to 350 billion birr in 2026, reflecting sustained improvements in domestic resource mobilization.<\/p>\n\n\n\n

She noted that extensive reforms have broadened the tax base while ensuring revenue is collected fairly and efficiently. As a result, revenue collection during the 2026 fiscal year increased by 116.3 billion birr, representing a 50 percent rise compared to the same period of the previous fiscal year.<\/p>\n\n\n\n

The Mayor also highlighted Addis Ababa’s growing recognition for sound public financial management. This fiscal year, the city ranked first among six African cities in a comparative assessment evaluating revenue collection and the effective use of public finances for sustainable development. The achievement earned Addis Ababa recognition to share its best practices with other African cities.<\/p>\n\n\n\n

She added that improvements in the government’s public financial management system, together with corrective measures taken in response to audit findings, enabled the recovery of nearly 200 million birr, further strengthening financial accountability. In addition, the city’s electronic government procurement system has been expanded to 61 public institutions, improving transparency, efficiency, and accountability in public procurement<\/p>\n\n\n\n

Addressing budget priorities, Mayor Adanech said that 258.89 billion birr, or 71 percent of the 360.07 billion birr budget allocated for the current fiscal year, has been directed toward sustainable development and growth-oriented projects, while the remaining 29 percent has been allocated for recurrent expenditures.<\/p>\n\n\n\n

She emphasized that the share of public spending dedicated to sustainable development and poverty reduction has increased from 47 percent five years ago to 71 percent today, providing a stronger financial foundation for the city’s long-term growth.<\/p>\n\n\n\n

The Mayor also said Addis Ababa has modernized its public asset management system by replacing manual procedures with a comprehensive digital database. As a result, 699 city administration institutions have electronically registered their assets, confirming that 706,998 movable assets are currently in use, with a combined value of approximately 2.5 billion birr. Furthermore, 6,815 government buildings have been digitally registered, bringing the verified value of government buildings and other fixed assets to 66.8 billion birr.<\/p>\n\n\n\n

“Through strengthened monitoring and oversight, the city also recovered 100 million birr in government funds that had been improperly paid due to inflated rental charges for government buildings,” the Mayor stated.<\/p>\n\n\n\n

Mayor Adanech further noted that over the past five years, Addis Ababa has mobilized more than 6.6 billion birr in public contributions to support the construction of the Grand Ethiopian Renaissance Dam (GERD) through to its inauguration.<\/p>\n\n\n\n
