Critics argue that Egypt\u2019s support for water infrastructure and development cooperation in other Nile Basin countries, while strongly opposing Ethiopia\u2019s hydropower project on the Blue Nile, reveals a deeper strategic concern beyond water management.<\/p>\n\n\n\n

Ethiopian analysts say Cairo\u2019s expanding partnerships with upstream Nile Basin nations highlight what they describe as a contradiction in Egypt\u2019s long-standing position.<\/p>\n\n\n\n

They argue that while Egypt has challenged Ethiopia\u2019s right to develop the Blue Nile through GERD, it has continued to promote water and infrastructure cooperation with other countries within the basin.<\/p>\n\n\n\n

According to these analysts, the core issue is not the construction of dams itself, but Ethiopia\u2019s emergence as a major upstream power with the potential to reshape the traditional balance of influence and development dynamics along the Nile River.<\/p>\n\n\n\n

Egypt Deepens Tanzania Ties as Ethiopia Reaffirms Equitable Nile Water Utilization.<\/p>\n\n\n\n

The Grand Ethiopian Renaissance Dam (GERD), Africa’s largest hydroelectric power project, stands as one of Ethiopia’s most significant national development achievements.<\/p>\n\n\n\n

Designed to expand access to electricity, accelerate industrialization, and promote regional energy integration, the project has become a symbol of Ethiopia’s determination to utilize its natural resources for sustainable development.<\/p>\n\n\n\n

Located on the Blue Nile in Ethiopia’s Benishangul-Gumuz Region, about 30 kilometers from the Sudanese border, GERD was launched in April 2011 to help address the country’s long-standing energy deficit.<\/p>\n\n\n\n

With an installed capacity of approximately 5,150 megawatts, the dam is expected to supply clean, renewable electricity to millions of Ethiopians while supporting power exports to neighboring countries and strengthening regional economic integration.<\/p>\n\n\n\n

Since electricity generation returns the water to the river after passing through the turbines, Addis Ababa argues that the dam does not significantly reduce downstream water flows.<\/p>\n\n\n\n

The Ethiopian government emphasizes that the Blue Nile originates in Ethiopia and contributes the majority of the Nile’s water. Accordingly, Ethiopia maintains that every riparian country has an equal and sovereign right to utilize shared water resources in accordance with international principles of equitable and reasonable utilization and the obligation not to cause significant harm.<\/p>\n\n\n\n

Ethiopia has consistently rejected the 1929 and 1959 colonial-era Nile water agreements, arguing that they were concluded without the participation of upstream countries and therefore cannot determine the rights of all Nile Basin states today.<\/p>\n\n\n\n

The government has repeatedly stated its commitment to dialogue, transparency, and African-led solutions under the African Union framework while reaffirming that GERD is intended to promote shared development rather than threaten downstream nations.<\/p>\n\n\n\n

Cairo continues to call for a legally binding agreement governing the filling and operation of the dam, arguing that such an agreement is necessary to safeguard its long-term water security.<\/p>\n\n\n\n

Sudan has generally acknowledged the potential benefits of GERD\u2014including flood regulation, reduced sedimentation, improved river flow management, and access to affordable electricity\u2014while advocating for enhanced coordination and information sharing among the three countries.<\/p>\n\n\n\n

Despite years of negotiations under the auspices of the African Union, Ethiopia, Egypt, and Sudan have yet to reach a comprehensive agreement on the dam’s long-term operation.<\/p>\n\n\n\n

For decades, Egypt has defended colonial-era water allocation agreements that granted it the overwhelming share of the Nile while excluding upstream countries, including Ethiopia, where most of the Blue Nile’s waters originate.<\/p>\n\n\n\n

Ethiopia argues that modern international water law recognizes equitable and reasonable utilization rather than historical monopolization of shared rivers. From Addis Ababa’s perspective, GERD represents the correction of a historical imbalance rather than a threat to downstream nations.<\/p>\n\n\n\n
