For decades, millions of Ethiopians have lived without access to electricity. Even today, around 60 million people lack reliable electricity, and approximately 55 percent of the population remains without access to electrical infrastructure.<br><br>As a result, many households\u2014particularly in rural areas\u2014depend on firewood, charcoal, and other biomass for cooking, while kerosene and other traditional fuels are commonly used for lighting. Millions of Ethiopians remain unable to use modern cooking technologies or access even basic electric lighting for education, household activities, and productive work after sunset.<br><br>To address this long-standing energy deficit, Africa&#8217;s second-most populous nation launched the Grand Ethiopian Renaissance Dam (GERD) in 2011 with the primary objective of generating hydroelectric power and expanding access to electricity.<br><br>Despite the absence of foreign financial support, Ethiopians from all walks of life\u2014including members of the Ethiopian diaspora contributed to financing the project. Their collective efforts made the GERD a landmark national achievement and one of the world&#8217;s largest infrastructure projects funded primarily through domestic resources.<br><br>The GERD was designed to generate electricity by allowing water to pass through turbines before continuing downstream. It is not intended to divert or permanently consume the waters of the Abay. Ethiopia therefore argues that claims suggesting the project will reduce downstream water availability are inconsistent with the dam&#8217;s hydroelectric design.<\/p>\n\n\n\n<figure class=\"wp-block-image size-large\"><img decoding=\"async\" width=\"1024\" height=\"577\" src=\"https:\/\/www.amn.gov.et\/en\/wp-content\/uploads\/sites\/3\/2026\/07\/518319751_1163931359109543_5677626602264734280_n-4-1024x577.jpg\" alt=\"\" class=\"wp-image-4079\" srcset=\"https:\/\/www.amn.gov.et\/en\/wp-content\/uploads\/sites\/3\/2026\/07\/518319751_1163931359109543_5677626602264734280_n-4-1024x577.jpg 1024w, https:\/\/www.amn.gov.et\/en\/wp-content\/uploads\/sites\/3\/2026\/07\/518319751_1163931359109543_5677626602264734280_n-4-300x169.jpg 300w, https:\/\/www.amn.gov.et\/en\/wp-content\/uploads\/sites\/3\/2026\/07\/518319751_1163931359109543_5677626602264734280_n-4-768x433.jpg 768w, https:\/\/www.amn.gov.et\/en\/wp-content\/uploads\/sites\/3\/2026\/07\/518319751_1163931359109543_5677626602264734280_n-4-1536x866.jpg 1536w, https:\/\/www.amn.gov.et\/en\/wp-content\/uploads\/sites\/3\/2026\/07\/518319751_1163931359109543_5677626602264734280_n-4-800x450.jpg 800w, https:\/\/www.amn.gov.et\/en\/wp-content\/uploads\/sites\/3\/2026\/07\/518319751_1163931359109543_5677626602264734280_n-4.jpg 1916w\" sizes=\"(max-width: 1024px) 100vw, 1024px\" \/><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\"><br><strong>GERD Does Not Reduce Downstream Water Flows<\/strong><br>Ethiopian Prime Minister Abiy Ahmed has repeatedly stated that the filling and operation of the GERD have not permanently reduced the volume of water reaching downstream countries.<br><br>According to the Prime Minister, Ethiopian technical experts continuously monitor the river&#8217;s flow and have found that the amount of water reaching Egypt has not declined as a result of the dam&#8217;s operation. He has emphasized that Ethiopia has no intention of causing water shortages or harming the people of Egypt or Sudan. Instead, he has consistently described the GERD as a project intended to promote shared regional development and prosperity.<br><br>Abiy Ahmed has characterized the GERD not as a geopolitical weapon, but as a development project built on the principles of fairness, cooperation, and mutual benefit. &#8220;We shouldn&#8217;t hurt others to benefit ourselves,&#8221; he stated, adding that Ethiopia has a responsibility to utilize the Abay fairly while respecting the interests of downstream nations.<br><br>He further noted that Ethiopia closely monitors river flows on a daily basis and asserted that &#8220;not a single liter of water has been reduced&#8221; from the downstream flow to Egypt due to the Dam&#8217;s operation.<br><br>The Prime Minister has also expressed his hope that Egypt&#8217;s reservoirs remain full and that all countries sharing the Nile Basin benefit from cooperation rather than conflict. Unlike irrigation schemes that permanently consume water; the dam generates electricity by passing water through turbines before releasing it back into the natural course of the Blue Nile.<br>GERD is designed for power generation rather than water diversion or permanent consumption. The government further argues that the project offers several regional benefits, including trapping sediment, regulating seasonal floods, and maintaining more stable river flows during dry periods.<br><br><strong>Ethiopia&#8217;s Position on the GERD<\/strong><br>Ethiopia&#8217;s position is based on several key principles:<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Non-consumptive use:<\/strong> Water used to generate electricity continues flowing downstream after passing through the turbines. Consequently, Ethiopia argues that the GERD does not significantly reduce the Nile&#8217;s long-term annual water volume reaching downstream countries.<br><br><strong>Hydrological contribution:<\/strong> The Abay (Blue Nile), which originates in the Ethiopian highlands, contributes 86% of the water that reaches the main Nile system. Ethiopia therefore maintains that, as the primary source country, it has the right to utilize the river responsibly for its national development while respecting the interests of co-riparian states.<br><br><strong>Flood control and sediment reduction:<\/strong> The regulated flow from the GERD reduces destructive seasonal flooding in Sudan while significantly decreasing the amount of sediment reaching downstream reservoirs, lowering maintenance and dredging costs.<br><br><strong>Improved dry-season regulation: <\/strong>Byregulating seasonal water flows, the reservoir can provide more predictable water releases during dry periods, potentially supporting downstream irrigation systems and water management.<br><br><strong>Equitable and reasonable utilization:<\/strong> Ethiopia emphasizes the principle of equitable and reasonable use under international water law. It argues that all Nile Basin countries have the right to utilize shared water resources in a manner that balances development needs while avoiding significant harm to other riparian states. Ethiopia argues that the GERD has introduced a new model\u2014one that demonstrates how an upstream country can pursue economic transformation and expand access to clean energy without consuming or diverting the river&#8217;s natural flow.<br><br>As Africa&#8217;s largest hydroelectric project, the GERD symbolizes Ethiopia&#8217;s effort to lift millions of people out of energy poverty while contributing to regional electricity integration.
