The Commissioner of the Ethiopian Nuclear Energy Commission, Sandokan Debebe, and the Director General of ROSATOM Energy Projects of the Russian Federation, Andrey Rozhdestvin, signed a Non-Disclosure Agreement (NDA) during the first meeting between the two parties in Moscow.
The NDA was signed as part of the implementation of a prior agreement between the two countries aimed at advancing the development and construction of Ethiopia’s first nuclear power plant, a milestone project in the country’s development efforts.

Commissioner Sandokan is participating in the meeting, during which two key documents, the NDA and a Road Map are being presented. The meeting is being convened in Moscow from 15 to 19 December 2025. Participants are expected to discuss substantive issues outlined in the Comprehensive Action Plan signed on 25 September 2025 on the sidelines of World Atomic Week, held in Moscow.
It is be recalled that Prime Minister Abiy Ahmed(PhD) and Vladimir Putin, President of the Russian Federation, previously held discussions on bilateral cooperation in several fields, including the peaceful use of nuclear technology as a reliable source of energy for Ethiopia.
