Ethiopia and Russia are strengthening their longstanding partnership across diplomatic, political, economic, military, educational, and cultural sectors. The two countries formally established diplomatic relations in 1898, when Russia opened its first diplomatic mission in Addis Ababa. Their historical ties continue to provide a foundation for broader cooperation and strategic engagement.
ECONOMY AND TRADE
Ethiopia’s accession to BRICS has created additional opportunities to strengthen economic cooperation with Russia. Bilateral trade exceeded 435 million US dollars in 2025, reflecting growing economic engagement. Both countries are exploring opportunities to expand trade, investment, and commercial partnerships.
ENERGY AND INVESTMENT
Ethiopia has signed a roadmap with Russia’s state-owned nuclear corporation, Rosatom, to support the development of a nuclear power generation programme. The initiative aligns with Ethiopia’s ambition to diversify its energy sources and meet long-term electricity demand. Cooperation also covers agriculture, agro-processing, financial services, digital payment systems, and investment.
EDUCATION AND SCHOLARSHIPS
Russia continues to provide scholarship opportunities for Ethiopian students. An estimated 20,000–25,000 Ethiopians have studied and graduated from Russian universities over the years. Educational exchanges support human capital development, knowledge sharing, and stronger people-to-people relations.

RELIGIOUS AND CULTURAL TIES
The Ethiopian Orthodox Tewahedo Church and the Russian Orthodox Church share longstanding religious and spiritual connections. Their common Christian heritage has contributed to closer cultural ties between the two peoples. Cultural exchanges continue to strengthen mutual understanding and friendship.
LANGUAGE AND PEOPLE-TO-PEOPLE COOPERATION
Amharic language instruction introduced in Moscow schools in 2023 reflects efforts to promote cultural understanding. Cooperation also extends to youth forums, sports, tourism, science and technology, artificial intelligence, and cultural festivals. These exchanges create opportunities for knowledge sharing and closer engagement between Ethiopian and Russian communities.
DEFENSE AND MILITARY COOPERATION
Ethiopia and Russia have a longstanding history of military relations. Their cooperation encompasses defense and military-technical fields. Defense engagement remains an important component of their broader strategic partnership. Ethiopia and Russia are seeking to expand cooperation in emerging sectors while strengthening established ties in diplomacy, defense, education, culture, and trade.
The third Russia–Africa Summit, scheduled for October 28–29, is expected to provide a platform for regional dialogue and discussions on strengthening cooperation between Russia and African countries, including Ethiopia. Ethiopia–Russia relations continue to evolve, building on historical ties and expanding into new areas of strategic, economic, scientific, and cultural cooperation.
