Responding to questions from members of the House of Peoples’ Representatives on addressing Ethiopia’s housing shortage, Prime Minister Abiy Ahmed (PhD) announced that the government has set a target to construct at least 1.5 million housing units over the next five years.

In his explanation, the Prime Minister noted that the government successfully built 1.2 million homes across the country during the past five years.

He stated that the government is now working to sustainably address citizens’ growing demand for homeownership by introducing modern construction technologies and establishing long-term housing finance mechanisms.

According to the Prime Minister, a new national housing development policy has been formulated and approved by the Council of Ministers, with its implementation already underway through a coordinated effort across all regions.

The Prime Minister emphasized that housing development should not rely solely on government financing, stressing the importance of mobilizing private sector investment and expanding the use of Public-Private Partnership (PPP) arrangements to accelerate construction.

The Prime Minister added that practical implementation of the new housing program has already commenced in regions and cities throughout the country.

He further explained that a new housing finance system has been designed to reflect citizens’ purchasing power and financial capacity. Under the new framework, individuals who are unable to purchase a home outright will be able to acquire one through a government-supported long-term mortgage scheme, enabling them to become homeowners by making affordable payments from their regular income.
